Plaintiff says that Section 8 paid part of the rent, states that the apartment was infested with rats and that is why he vacated; defendant denies it, says he was the only one with the problem, and that the rats went away when he left the apartment. Defendant admits plaintiff complaint to him about it, and Section 8. Plaintiff complaint to Section 8 about 4 times; the Dpt came for an inspection and defendant failed the inspection. The Judge finds a discrepancy in the payments from section 8, defendant showed proof that section 8 did not pay him for the last 4 months of the lease because of a no compliance of the tenant.
